I have 3-5 week old kittens who have no interest in food or litter, mom cares for them well. Is this ok?

Oh yes, they are fine. Let the momma feed them till she finally gives up and lets them be alone. They are still too young. About 8 weeks and they should start drinking water, and eating kitten chow.
